Begin typing "UX BANNER" and select the UX Banner Announcements Module

Fill in the required fields
NOTE: If you leave the End Date blank, the annoucement will be 'permanent' until the end date is filled or otherwise removed

Ensure you select the proper start date. This can be a past date to immediately show the Banner Announcement

Color of the Banner Announcement is contolled via selection and colors are predetermined. For assistance with custom color selections, speak to your ServiceNow Development teams. 

Ensure you select the proper user set in the "show for" field

After saving or updating the record, navigate to the UX Banner Announcement Configuration Module

In the resulting window, select the Announcement we just created. For our example, this is 'Test: Please Read'

Refresh or click on your branding link to see the Announcement
